Row and Column heading format

I am using excel 2003 on vista and have noticed that a particular
sheet applies a different format to row numbering. What causes this?
I know I can change windows behaviour (and borders) but I thought this
was global - this problem is unique to a particular spreadsheet.
 
If you actually mean "workbook" and not worksheet then go to

Format>Style>Normal>Modify.

This is a workbook setting which affects all sheets in the book, but not other
workbooks.
