Routing traffic to another IP address

I'd like to be able to force all outbound traffic to a proxy server without
relying on the browser's proxy server configuration. Does the OS support
this or will I have to write something that runs on my workstations? If I
have to write a program, can somebody point me in the right direction?

If you are using Microsoft ISA server or Microsoft Proxy server, the Firewall
Client does this automagically.
 
It's a long story, but I'm not using either of these. So I'll need a means
of doing this myself. I can install a program on each of the workstations
and I can write the program if need be. I'm just looking for some guidance
in writing the code that will pass outbound traffic to the proxy server.
