Round Trip Time & TCP Window Size

I have a link with a long Round Trip Time (83 ms).
I've set the TCP Window Size (and the Global tcp window size) to 1027840 and
set
the Tcp1323Opts to 1 (also 3) but the link tops out at 327Kbps which tells
me it's only using a TCP Window of about 32K. Also when I monitor a ftp
transfer I see the window increase but it stops at 21 packets (1460 bytes).
This also indicates a tcp window of 32K or so. The ethernet trace also shows
that the advertised window size for negotiation is 64240. Coincidently,
windows 2000 had a similar problem when SynAttackProtect value is set to 2,
but I don't have SynAttackProtect set at all.

I'm out of ideas! How can I get it to work with larger tcp windows?
