Rouge program won't delete from system32 - causing internet to cra

I have two files in this directory from DrWatson: drwatson.exe & drwtsn32.exe.
Every time I delete them they just come back. They are causing internet
explorer to crash. How do I get rid of them once and for all?

Dr. Watson is a Windows reporting program and it hardly causes any program
or application to crash. But Dr. Watson does report how a program, such as
Explorer, might have crashed. There are any number of reasons for Explorer
to crash, caused by both hardware and software faults.

Dr. Watson is not deletable since it is part of Windows troubleshooting.
 
Try downloading & re-installing Internet Explorer.

rouge=red (French)
rogue=bad guy
