rotating photos/images

Right clicking on a thumbnail image gives two options to rotate:
Clockwise/counter clockwise. I would like to rotate an image till my
naked eye would like to have the rotation for an optimum view. Is it
possible to do with any free image editor.If so which one?
Please guide.

I think Irfan View supports this feature in the viewer. You can also try
Visere, a free viewer that I have developed. For arbitrary rotation you can
try Pictura (another program I'm developing). Both of them can be
downloaded for free from:
