Rotating Images In Folders

When I open a folder of jpeg's in "thumbnail" view and I want to
rotate an image either by right clicking or using the FILE/ROTATE
options nothing happens .I need to open the images in another
application such as Photshop Elements and do it that way .
Any ideas how I can sort this .??

The moron choose No and Do Not Ask Me Again when asked if XP should toss data. Ctrl + Close will reset moron actions.

Err...what .???

it's something to do with the images after I resized them .The
original images( ex-camera) in one folder rotate no problem but the
ones in two other folders that have been resized in PSE will not
rotate ..
