what is the best software for organizing a work roster either free or cheap

It depends on exactly what you mean by 'roster' and what you want to be able
to do with it.

For a simple list of names you can just use a tabular list or table in a
word doc. For something more 'data management' oriented (sorting, filtering,
calculating) you can use Excel. If you have any version of MS Office, both
programs should be at your disposal.

If not, WordPad is a Windows accessory program that is included with the
Windows OS & you can use it to create a tabular list. It doesn't support
tables or the more sophisticated features of Word or Excel, but most 'free'
stuff isn't going to give you the same capabilities as the 'pay to play'
software.

You might also want to check out a package called OpenOffice which is
considered quite good by many and is available as a free download at;
