Is there some place where I can configure Windows so my
mouse cursor activates a window when I scroll over it
rather than needing to click on it?

never came across such a feature in Windows but you can use softwares which does the same
 
If you don't already have it, download TweakUI from Microsoft (it's a WinXP
Powertool - do a search). Then run TweakUI and check out the Mouse
category, then X-Mouse.

Get and install the TweakUI Powertoy free from the MS Site. Look under
Mouse>X-mouse. That'll do it.

Use TweakUI - one of the XP Powertoys from (if you have installed XP
SP1)

If you have not installed SP1, the earlier version can be found at
http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US/TweakUiPowertoySetup.exe

Once installed you will find it in Start - All Programs - Powertoys for
Windows XP

Its Mouse - XMouse page allows you to control this
