roll-over text

When I roll over something with the mouse and the text
box pops up, its just a black box, no text. What can I do?

Change the background color for the text box to something other than
black.

Could it be that you are talking about... Control Panel/Display/
Appearance/Advanced/Item - Tool Tip - Color 1?
