roll-out exceptions

Can anyone tell me how to roll-out a standard exception
list to all the machines on my domain?

An exception list so that people can bypass our proxy to
access out Intranet. The problem I have is tahth we have
approx 400-500 PC's nearly all with different exception
lists.
