roaming user profile will not load

I set up the computers in our office to access roaming
user profiles sitting on the server, but now when the
users login, the start menu is not accessible, and the
taskbar in general is not functioning properly.

I set up a shared folder on our server where I stored all
the user profiles. I went into the Active Directory for
each user and mapped the profile to the folder where I
saved the user files.

All users logged out, but when they logged back in, the
users were not able to access the start menu. When the
users drag their cursor over the start menu, the cursor
becomes an hourglass and stays that way indefinitely.

My server has 512 MB Ram, P-3 960 mhz running 2K3 server,
enterprise edition. Is it possible I'm taxing all the
server resources?

the setup looks like this:

DC has the profiles stored in a folder called profiles on
the c drive of the server. Inside the profiles folder,
there are profile folders that i created, each named
%username%. I originally took the profile that was
sitting on the local machine, saved it to a maaped drive,
then copied the files into this user profile folder. Now
when the user logs in, they start menu will not pull up.
When you move the cursor over the start menu, the cursor
becomes an hourglass. Can you help me figure out why I'm
getting the hourglass?
