looking to setup roaming profiles for laptops that will be moving to
other offices connected via WANS (various isdn / adsl / leased line
vpn's) ... is it group policy that defines default settings for roaming
profiles in this situation or should i be looking elsewhere?

To actually enable a roaming profile, you need to modify the user's AD
object (using AD Users and Computers) to enter a path to a roaming profile
share. Once that's done, then at the next user logoff, their profile will be
written up to the share. Group Policy can then be used to adjust the
behavior of roaming profiles--where you can adjust things like how profiles
behave when a slow link is detected. Typically most of these settings are
found under Computer Configuration|Admin. Templates|System|User Profiles
