Roaming Profile not saving Background

I'm using roaming profiles for XP clients on a W2K server (using Active
Directory) and everytime the user boots up and loads his/her profile, the
desktop background is not there (blue background). The display properties
show the correct setting and clicking OK resets the background. I'm not
preventing the saving of settings via group policy. Anyone had this
problem?

I've about gone nuts fighting this issue. I'll set the wallpaper on one
machine, log off that machine and onto a different one, and the wallpaper
will be different. I'm using WinXP Pro with roaming profiles in a Server
2003 environment.

When I right-click on the desktop, the wallpaper settings sometimes show the
choice from the other machine. When I set the wallpaper from within IE by
clicking on an image, it does seem to migrate from machine to machine. One
time I copied a BMP to My Documents (which resides on the server) and
selected that as my wallpaper from within Windows Explorer, and this also
seemed to migrate my choice to the other machine. I guess it has something
to do with selecting a picture from the network location rather than the
local machine.

I have looked everywhere on the web and microsoft.com but cannot find any
documentation about this issue anywhere. Really, I'm about crazy.

Someone, please tell me exactly what is going on here!
