Rights to Change Local Administrator Password & rename the Computers added in domain

Hi all,Basically we want to change the local administrator password
andrename the local administrator account of all the computers in my
domain,using some script and the cusrmgr.exe program.Now I want to allow
this to the regional IT officers and only restrict to this particular right
not anything more,so isthere a way to delegate control to a particular user
to do this.cusrmgr.exe -u administrator -m \\WS1 -P mypasscusrmgr.exe -u
administrator -m \\WS2 -P mypass regards, Sudeep

The person running this tool will need to have admin rights on all the PC's
you want to change the password for. There is no limited right that will
allow you to change the local admin password without getting all other local
admin powers.
