right solution to my noisy pc

I live in a tiny apartment, and the noise that my computer makes is
starting to bug the hell out of me. I've reduced my options to

1. building a silent pc
2. or putting it in another room (sort of).

The second option is not as practical as I would like (cos I live in a small
apartment), and for me to put it in another room that would mean that
someone else would have to put up with the noise. So I though of putting it
in this veranda/porch thing we have outside of the room where I have my pc.
But is it a smart idea to leave a computer exposed to the elements? Even if
I devise some kind of protection/cover for it, is this still an awful idea
I've gotten into my head?

fan to exhaust air in the back and one to draw air in in the front of the
case should be fine.Perhaps switching the fan on your CPU cooler would be a
good idea as well. Sunon makes good, inexpensive 80mm case fans. The power
supply can also be another source of noise, which may or may not be the case
here. Perhaps you could post back with hardware specs and details.

A few hardware specs:

Mercury Power Supply
AMD Athlon XP, 1533 MHz 1800+
ASRock K7VT2 motherboard
HD SAMSUNG SV0844A

And some details:

My pc has 3 fans (as far as I can tell). A cooler/fan on the CPU, the power
supply fan, and another fan screwed to the inside back of the case.

I think its safe to conclude that these are the main source of the noise,
and sometimes the HD makes some noise when it's being accessed.

Anyhow, I'm gonna check out some of the information and sites that others
have posted. Thank you for the helpful information.
