Right Shared Border Publishing Problem

I have a right shared border on http://www.releband.com that shows up in
"Preview" and shows up on every page on the website EXCEPT for the index
page. Why is that?

I'm using Frontpage 2000. I need that right SB to show up on the index page
just as it does all other pages.

You have set the home page not to use the web standard for shared
borders. Change it to use the default.
