Right clicking start button in XP

Somehow I've lost the right click functionality for the
START button. If I right click it not only does the menu
not pop up, but it lock up the task bar with an
hourglass. The icons on the desktop are still available
and functional but nothing on the task bar.

Try Control Panel> Taskbar and Start Menu> Start Menu> Customize. Make sure
"Enable dragging and dropping" is checked. OK, back to the desktop. Then
try the right click again.
