Right-click on signature does not work

I have 3 accounts and a signature ID'd for Send/Reply/Forw for each. I can
change the account an email is "sent" from but Outlook2003 is not letting me
right-click to change the signature. I am NOT using MSWord to compose
messages.
 
The right-click technique for swapping signatures works only when WordMail is the editor, because it's dependent on Word styles.

Right-click to change the signature? I don't recall every seeing that
capability in Outlook. I think you have to do an Insert | Signature if I
recall correctly.
