Right click on desktop no menu

When I right click on the desktop I am not getting a
menu, but instead all the icons and taskbar disappear for
a couple of seconds and then reappear as they were
before. Can someone tell me how to get the menu?

Enable or Disable the Right Click Context Menu (Line 56)

To use the Regedit: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt. REG files can be viewed in Notepad by
right clicking on the file and selecting Edit.
