right click no longer shows "open with"

At one time, if you right click on a file with a suffix
that does not have an association, you would get "open with".
I seem to have lost it.
Can somebody suggest a way to track down the problem?
Can somebody suggest a way to restore that property?

In that case, clicking "open" should launch the "Open With" dialog.
