right click delay

I am running Windows XP SP. When I right click the mouse or click on the
Office tool bar, there is a several seconds delay and network connection
icon is flashing. I ran a network monitor and found out that the PC makes or
tries to make a connection to 64.94.110.11. Nslookup returns
crl.verisign.com for this IP.

Is there a way to prevent this from happening? It is very annoying and
slowing me down.

I had the time on my notebook 9.5 hours behind still from my trip to Europe,
so I am posting it again to with the correct time now.
