Should I be concerned that I don't get the option to boot
from the cd even when the rom boots first? I'm worried
that my disk isn't good/complete, and that after I
reformat, I won't be able to install Win 2000 Pro.

Try giving it a good clean - you HAVE changed the BIOS boot sequence,
haven't you?
 
Yes, changed the sequence because that was the first
solution given to me. But XP won't accept the boot. It
just boots itself, then tells me it disabled the
setup.exe files on the disk.
 
Two concerns here. First, reply in the same thread. Second, you should be
posting in the win2k group.

That asside, yes you should be concerned if the CD isn't booting even though
you have the BIOS set to boot to the CD first. Can you boot to any bootable
CD? You may need to use a boot disk. Please see the following link:

You'll want the 98SE Custom, No Ramdrive.

Once booted to it, type smartdrv to load Smart Drive. You can then run
winnt.exe from the i386 directory on the Windows 2000 CD.
