Restrictions - W2K

I was playing with tweak and removed control panel from the Settings and Taskbar Menu because I had a copy on my desktop. I always used the desktop access to Control Panel.

I ended up putting restrictions on the computer and can't do any Control Panel Functions unless I log in as administrator (I can do that, but most of my programs are on the desktop of my personal ID login). This is a one user home system.

I found out how to remove the restrictions in KB Article 278839 but I do not know how to execute the instructions. KB 278839 says to log in as Administrator (no problem) then click User Configuration (I do not know where to find it), then click Administrative Templates then click System.

Can someone steer me to where I find User Configuration?

The user Configuration is the user part of a Group Policy the article assumes you made the restrictions in a group policy. You can run gpedit.msc on the machine and look.
