Restrictions in OE

When I try to access Internet options in OE 5.5 I am assaulted w/ the msg "The operstion has been canceled due to restrictions on this computer. Please contact your system administrator." I am not on a network. I am the only user of this computer. I have never messed w/ the admin password, nor set restrictions. This only showed up ( out of the blue) a little while ago. What gives? And how can I fix this. I am using Win2k which is why I am asking here Thank you.
