Restrictions for new user

I would like to create a new user with very restricted
access.

I want to allow access just thru the desktop and none
thru the Start Menu. I want a Sart Menu just with Log Off
and Turn Off options. Is it possible to do it?

Yes, using XP Pro run gpedit.msc for all kinds of permissions
fine-tuning.
