restricting password changes after prompt

i have two win2000 workstations that i want to restrict
changing passwords when the password prompt comes up to
change. Is there a way to do this. We do not use Active
Directory

If your on a network with a domain controller, you can go
to the server, click Start > Administrative Tools > Domain
Security Policy, and modify the password properties. If
your not on a network with a domain, you can go to each
machine, log on as administrator right click my computer,
select manage. Then select local security policy and
modify the password properties as necessary. Hope this
