Restricting FTP access

IE won't let me access ftp sites. I checked Tool ->
Internet Options -> Advanced and the "Enable folder view
for ftp" box was selected. I contacted my ISP and they
weren't restricting access to port 21. So why won't it let
me connect?

Uncheck Use Passive FTP.
