I am currently connecting sites using RRAS and VPN (PPTP) and it is working fine. For added security I would like to restrict which clients can connect via VPN by their IP address (all have fixed DSL IP addresses).

Can this be done and if so where is it configured. Will it need IAS or ISA?

You can configure filters on your VPN Server

Open the RRAS snap-in
Select General tab on the left pane
Select the public interface on the right pane you want to configure the
filter
Right click and select properties
You can now configure the inbound and outbound filters.
