restricting changing passwords when prompted

I have two win2000 workstations that i want to restrict
changing passwords when the password prompt comes up to
change. Is there a way to do this. We do not use Active
Directory
 
You can configure any user account to not allow the user to change the password if
you do not want it changed. --- Steve
