Restricting access

I would like to restrict a user's access to internet applications, so that they cannot use or set up an account to connect from a shared computer where other users are allowed access. Is that possible through the set up of the user's account?

This is usually done with a third-party application, or in larger
environments with a proxy server at the network gateway.
