restrict windows 98 users

Is there a way to restrict windows 98 users to use their
computer when they did not log in to network? We're
using Win2k sp4 as our DC. Thanks.

What do you mean when you say "did not log into the network"?
Either they specify a valid domain account/password, in which
case they have appropriate access rights to domain resources,
or they did not specify a valid domain account/password (for
example, by pressing Esc during the logon process), in which
case they will be denied all access to domain resources.
Unless, of course, you have enabled Guest access on the
domain, which is a bad thing to do.
