Restrict users from changing items in Outlook public folders?

I have rtf files posted in a public folder. I have set the users permissions
to REVIEWER. They are still able to modify the documents. The goal is to
restrict user from altering the documents. Any suggestions are appreciated.

Just to clarify: Are the users able to save their changes back into the folder? (They certainly can make changes in the documents, because the documents they open are local copies of the originals, copied to their own local hard drives.)

Yes the user are able to save thier changes back into the folder. Is there a
way to prevent altering a document regardless of location?
