Restrict "Shutdown" but not "Restart"

I was wondering if someone knew of a way for me to restrict the ability of a
certain users (using GPO) to not shut down a machine remotely? There is one
setting in GP that is called "Shut Down the System" but this also removes the
ability to "Restart" the machine which they need to keep.
 
Those settings dont seem to be working. I am testing on an XP machine with
remote desktop and am thinking i may need a server in application mode to
make this work correctly.

If that is the case, then it really doesnt meet my needs.

I need to allow users to "restart" but not "shutdown" XP, 2000 and 2003
servers that are configured for remote desktop and not term services in
application mode.
