Disable Shutdown

Hello,

I have a windows 2003 AD, I have enforced Group Policies and Organizational
Units to narrow down my focus based on group membership. What I need to do
is prevent all users (except Administrator and Domain Admins members) from
shutting down their computer. I have SUS rollout updates daily (if
available) and install and reboot. This is a problem if the end-user forgets
to just "log off" instead of shut down. I would like the end-users to have
the ability to restart. Any information will be greatly appreciated.

That is managed via the user right "shut down the system". The problem for
you is that users need that right to be able to reboot their computers. ---
