Restrict safe mode boot

Hi Tom,

Pleause use the following steps to prevent user use Safe Mode and other
modes.

Open the registry key, delete network and minimal key under
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SafeBoot.

When the user presses F8 to enter the Safe Mode or other modes, Safe Mode
will crash.

So a malware that does this can DoS the user out of using Safe Mode as
maintenace OS from which to disinfect?

We *need* a proper maintenance OS for NTFS! Safe Mode isn't.
