Restoring Tools command

The tools command is no longer on my list of commands at the top of my Word
documents. When I right click on the menu and go into the Customize pop up
box, I can't drag and drop the Tools command back into the menu listing
either, like the instructions state.

any help about what I'm doing wrong?
