Restoring system state

I have Windows XP Pro. I had a 120 gig drive that I needed to repartition. Made a backup file and made the changes I needed to . . . . reloaded Windows . . . . . and tried to restore the backup file that I have. The backup file contains C: , D: , and System State. I first tried to restore all of the backup file . . . . . it restored fine, but when I restarted, it just kept on restarting over and over again. I had to reformat to get going again. I re-did everything back to the point before I restored last time, I even updated Windows first this time. I next tried to restore just the System State . . . . . same result ! ! ! ! but now it asked for my windows CD to restore some files. I told it to overwrite the files when it restores . . . under Advanced. I need that backup file . . . . . Is it necessary to restore the System State or can I just restore C: ? I have two users on the computer. Am I missing something or is this a bug? Please Help . . . . . . soon ! ! ! !

"Made a backup file"
with what did you make this backup file?
you can't copy the files on a pertition containing an OS as
you would normally copy and paste files. you need software
designed for that, norton ghost is highly recommended.
