Restoring Start -- Run command

A malicious browser "hijacking" program
(www.locators.com, to be specific) reset my Internet
Explorer home page in such a way as to make it extremely
difficult to restore to my personal preference. However,
with some registry editing, I was able (finally) to
remove the offending software and its changes.

Still have one problem. The "RUN" command option has
disappeared from my "Start" window. Does anyone know how
to restore the "Run" command? The malicious code
apparently removed "Run" so I'd be unable to execute
Regedit.

First thing to check is to see if the Run command has been disabled in
the Start Menu properties.

Second thing to check is a registry key restriction. Look in
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\E
xplorer]
and
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Ex
plorer]
for a DWORD key named "NoRun" set to "1".

Delete this key and check the meaning of any other keys found here.
 
Right click start select properties - click start menu tab - customize - advanced tab - scroll down and besure there is a check mark beside run command
