Restoring Printer.cab file from win2k to w2k3

When i attempt to restore a printer cab file created using latest
Printmig.exe, i get the following message

Kernel Drivers Blocked: Kernel moe dreivers (version2) are blocked on
target. Disable Kernel mode blocking and re-run Print Migrator.

where do i disable this ?

I gave the instructions how to get to the policy. The url is for anyone and
everyone to get to the MS knowledgebase so they can search for solutions

launch gpedit.msc
the policy is under

Computer, Admin templates, Printers
