restoring Icons

Another account user put unwanted icons in a folder on her desktop, but that
also took the icons off all the other user accounts desktops, but did not
give the other accounts a folder icon on their desktops.How do I restore the
icons for all other users even if I have to restore that users.

Simply copy them from the folder on her Desktop, back to the appropriate location in the Start Menu for each user, or for all users (Documents and Settings\All Users\Start Menu).
