Restore

I elected to disallow system restore for all my partitions. Upon next boot,
I selected an application that always opened in the past. It failed to open
because a service was not running in relation to that application said the
message.

I uninstalled the application via add/remove programs. Restarted.
Installed the application again. Restarted. Application works fine now.

I don't understand the association between system restore removal and
application's service working that normally starts as boot time of windows.

There is no such association. It was coincidental that the problem
appeared after you turned off System Restore.

Chances are that a restart when you noticed the problem would have
fixed whatever was wrong.
