restore system

I can not use the system restore application it tells me I am missing
framedyn.dll. I have no idea how to go about getting the missing dll or how
to install the dll wants I find it. Please help I have added some programs
and removed them using the defrag and free up space. Is it possiable doing a
defrag and free up space would cause me to loose the framedyn.dll.?
