Restarts instead of shutting down.

This could be linked to your BIOS not supporting Advanced
Power Management (or APM). Boot up the PC, open the
control panel and go into Power options. In there look for
a tick box which enables APM and disable it.

It is directed at Windows XP but there was some mention of
USB devices and I seem to remember noticing one of them
USB keychain hard drives on the managers keyring.
