Restarts instead of Shutdowns

I upgraded my computer from 98SE to XP Home Ed. Now my
computer won't shutdown but instead, when I click
on "shutdown" it restarts! After searching the web, I
went to my "Power Options" in the control panel. I do
NOT have the "System Standby" under the Power Schemes
feature nor do I have the "Power Buttons" selection under
the Advanced tab. I tried the APM both ways (box
checked, box unchecked) and I've checked my BIOS. My
Power Management is "Disabled", my PM Control by APM is
set to "YES" (tried changing it to "No" but that didn't
help), my "HDD POWER DOWN" is "Disabled" (other options
are "15 Min or 1 Min" and I've tried changing this to
both. I've looked at Microsoft's suggestions on this
problem but I do NOT have Roxio, Nero when, in fact, the
ONLY additional software I have installed is Office XP.
Have found MANY internet sites related to this issue and
have tried downloading several optional programs to fix
but none have fixed the problem. I hate the idea of
taking this computer back to Win98 but my patience are
reaching near end. Can ANYONE PLEASE HELP??!!!

Just a thought, but I've seen this in a case where the PC,
while shutting down, received a BSOD on shutdown. If,
under your System Properties->Advanced->Startup and
Recovery Settings, you have the Automatically Restart
checked upon System Failure. If you uncheck this and you
have a BSOD, then it will display the error code and you
can check upon manual reboot.

I forgot to mention I had already tried that but thanks
for the hint and ANY OTHER suggestions are greatly
appreciated and will be MORE THAN willing to try!!

This might be silly, but do you have an ATX power supply that can handle soft switches? I've seen this before on systems with older power supplies, and I've had to "catch" the system just as it reboots and flip the power switch.

Do you have Easy CD creator installed? I have had the
same problem before and it was caused by Direct CD and
the way to get rid of it was to down load the latest
drivers and it fixed the problem. If you have tried this
or don't have it then disregard.

I have exactly the same problem,- recently my computer starts by itself,
either right after shutdown (like restart) or a few minutes/hours later. I
have everything that is possible to disable disabled. I read some place
that it could be failing PSU, or more likely and more ridiculous, PCI card.
I have no way of checking that so just turn off the switch on my PSU to
prevent sudden startups.
