Restart

Since attempting to update Vista SP1 which failed because the computer
restarted but in the failure to close Windows properky mode, I am unable to
to install or delete programmes because of the above error which occours. I
assumed it was because System Restore was not functioning as the same thing
happened when I tried to use it. However, It has also started doing this at
intermittent times. I have deleted latest programmes in the Safe mode but it
has made no difference. Can anyone shed light and possible solutions to
this?

This is not unusual behavior for beta software. Report your bugs to
wherever you are supposed to report them (see the website from where you
downloaded the beta software). Then wipe your hard drive and
clean-install Vista. I'm sure you didn't install a beta operating system
update on a production machine.
