Restart shuts down.

Mess

When I hit restart either by keyboard or mouse the computer shuts down. It
worked fine yesterday. How do I fix this? Any suggestions? Please post
here, no email.
 
I'm looking to buy a motherboard and processor,I want a 64bit AMD
processor.Problem is i'm not sure of a good motherboard for the
processor?any ideas?
