restart/shut down problems

When attempting to restart and/or shut down my computer
using the Start/ShutDown button, the system goes through
all the saving settings procedures and then pops up a
blank screen with only the cursor blinking in the upper
left-hand corner of the screen. Then it just sits there
doing absolutely nothing.

To reboot my machine, I then have to turn it off
manually. When turning back on, everything boots
correctly and runs fine.

Sure would appreciate some help in solving this problem so
I can get my Restart/ShutDown to working again.
