Restart Numbering(lists)in Master Documents does not always work.

* Using Master Documents
* All files have the same template attached
* I am using the command "Restart Numbering" to restart numbering for new
lists
* The tag "1 List" has restart numbering selected as part of the format
Problems when recalling a master document:
1. Many (not all) lists will continue renumbering from previous lists.
2. The first item in a list where Restart Numbering was used will either
lost the number or have a bullet assigned. The remaining lists items will
continue numbering from the previous list.
3. I can't always get a list to restart numbering either by using the
Restart Numbering Command or by right clicking and selecting restart
Numbering.

Sublists all seem to start at 1 and will hold the format.

this is a known problem. About the only thing that really works is to use
the "hidden level 1 to restart" approach. I think you'll find it described
