Restart hangs at "Windows is shutting down"

An attempted install of KB890830 hung "half installed" and now when I
restatrt the machine takes 5 minutes to get to the "Windows is shutting
down" screen and then it stays there for hours - necessitating a power
button shutdown

Any ideas ?

if the pc won't
shut down by itself,
usually you can hold
down the power button
for several seconds to
force it into powering
down.

when you power up
the computer, press
the f8 key to ascertain
the special boot up
menu if windows
doesn't provide one.

then try the other
options for booting
other than "normal"
startup.

Thanks for your reply - but the issue is shutting down - not starting up

That is why I referred to "power button shutdown"

sorry, i should have
added to my response
that because you suspect
the kb to be the cause of
your trouble, then
booting in safemode
would allow you to
uninstall it or you would
have access to a functional
a restore point "or" you
could use the boot option
"last known good configuration".

haven't reviewed the kb
but the above is based
on the fact that your o.s.
was perfectly functional
before the attempt to
install that kb.
