On my other vista machine i have ability to right click photo, click on send
to: mail recipient, at which stage i am asked whether to resize or not.
However on my personal notebook i do not have this facility, could someone
please assist or explain how to get it working

Hmm, that works on my notebook. Another way to do it is to open
Windows Photo Gallery, select the pictures, then click the E-mail icon
on its toolbar.

Chances are, some other image processing program has taken over
all the .JPG associations. You can set those back to Windows Photo
Gallery, or even better, install the newer Windows Live Photo Gallery:

you can use programm to resize your pictures,then send to your
friends ! Try Picture Resize Genius, I usually batch resize my
photos,it is fit for me.the output quality is well.Check the link
below.
http://www.lonking.com

Just open the folder that contains images,then set the output
parameters,the programm will resize all of the pictures;

No need to use a third party program. Windows Photo Gallery
(included with Vista) will resize photos for emailing.
